Many thanks for your telegram of 24th June. Call for service of special constables has met with enthusiastic response and I wish to acknowledge grateful help of the American community who have come forward en masse for this purpose. Naval and military authorities most helpful. Strikers are half hearted and only brought out by pressure from Canton. This is unquestionably communite movement instigated and

led by Russia, and Shanghai incident is only excuse. Absence of anti foreign feeling here is marked and except for intimidation there would be no strike. Confidential Everything depends on Canton. Strike here will collapse as soon as Moderate Party obtains control which as far as I can gather recent incident is likely to facilitate.
